The Board of Directors has
determined that the funds will be distributed based on a combination of licensure
or recognition level;
number of stations; and for ALS services, a factor based on the number of
emergency calls in 2008.

ALS Call Volume:
Services with both ambulance licensure and QRS recognition received
funding for only the highest licensure or recognition level.
As always, this is a
matching grant program, providing EMSOF funding of 50% to services considered urban, and
60% to services considered non-urban/rural.
In order to utilize the
available EMSOF matching funds, items must be purchased through this
program. Services can not be reimbursed for previous purchases, or
purchases outside of this process.
The items available
through this year’s program are listed on the Purchase Request Price List.
The prices listed indicate the matching portion of EMSOF funds and service
funds. Services designated as rural should use the rural price list and
urban services should use the urban price list. The EMSOF program does
have maximum allowable amounts for specific items. Where the bid price
we received exceeds the maximum allowable, the match was applied to the
maximum eligible amount, and the remaining amount assigned to the service
cost.
If your service is interested
in purchasing an item not on the purchase list, such as a cardiac monitor, a
particular computer or radio model, or other item not currently listed, please
contact our office. The multitude of requests, equipment and available
options makes it difficult to provide pricing for all items. Our intent
is to ensure that you are able to purchase the items that you need and that
are compatible with your current equipment. However, items must be
eligible under the EMSOF priorities list. We will assist you in
working with the appropriate vendor to ensure that you can purchase the item
with the options that you desire.
At the recommendation of
the Board of Directors, several items have been approved for 100% funding
under this year’s EMSOF program. These items are listed separately on
the “No Service Match List”. They include:
CPAP Devices: ALS
and BLS
services may purchase Continuous Positive Air Pressure (CPAP) devices from the
list with 100% EMSOF funding up to the maximum EMSOF available for your
service. These devices have been demonstrated to significantly improve
outcome in patients suffering from CHF.
AED's: All EMS units
will be required to have AED's by January 1, 2011.
Patient
Care Reporting System or Hardware: Services may purchase PCR
systems, or computer hardware for data collection 100% funded by EMSOF up to the maximum
EMSOF available for your service.
Certification Course Costs: EMSOF funds can be
applied towards the cost of books; tuition and lab fees for certification
courses.
Personnel Safety: CO
Detectors; ANSI
vests; Drive Cams; chevron marking for vehicles; etc can be purchased up to the maximum allowable under
the EMSOF program restrictions.
Impedance Threshold Devices (ITD's):
An adjunct for use in cardiac arrest by ALS services. ITD's are 100%
fundable up to the maximum allowable.
This year’s program continues to be a group
purchase program. You may purchase as many items as you want from the
attached list. When your EMSOF match has been expended, the total cost for
the additional items will be the responsibility of the service. We have
received some significant price reductions on the items that we bid, and
purchase through this program could save your service significant amounts of
money.
To request items, please
indicate the items that you want to purchase from the list on the EMSOF
Purchase Request. PLEASE BE SURE TO INCLUDE ALL OF THE REQUESTED
INFORMATION.
This form will
allow you to type and print the information and perform the calculations for
you. If you are purchasing radios or pagers, use the
Radio/Pager Purchase information form to indicate the frequencies you want to
be placed in the radios. Mobile radios do not include installation under
this year’s program. Services have indicated that they would prefer to
make arrangements for installation through their primary radio vendor.
Therefore, all installation will be the responsibility of the service.
Please complete the EMSOF Purchase Request and the Radio/Pager Purchase
information as necessary. Write a check to Southern Alleghenies EMS Council
for the appropriate amount and send it to our office.
All purchase
requests and checks must be RECEIVED in our office no later than 4:00 pm,
February 16, 2010. |
